HARBIN, Jan. 1 (CNR News) — At 8 am on January 1st, the representative of Zhejiang OrientGene Biopharmaceutical Co., Ltd. received the business license from Yu Zhen, Director of the Harbin Economic and Technological Development Zone Management Committee and District Mayor of Pingfang District, marking the first foreign enterprise to establish in Pingfang District (Harbin ETZ) in the new year. From the initial site visit to confirming cooperation and obtaining the license, the project was accomplished in under a day, setting a new pace for the implementation of biotech projects.

With joint efforts from the Heilongjiang Provincial Department of Industry and Information Technology, the Provincial Food and Drug Administration, the Harbin Municipal Government, and other related departments, on December 31, 2022, Fang Xiaoliang, General Manager of Zhejiang OrientGene Biopharmaceutical Co., Ltd., led a team of seven to Harbin for an inspection and research trip. The company plans to register two subsidiaries in Harbin for production and sales. After visits, negotiations, and careful comparisons, they chose the Pingfang District (Harbin ETZ) Innovation and Entrepreneurship Base. The district’s Investment Promotion Bureau and Market Supervision Administration promptly opened a green channel, selecting production sites, reviewing qualifications, and handling procedures. Through meticulous discussions, earnest coordination, and swift advancement, Harbin Changrui Biotechnology Co., Ltd. and Harbin Wanzi Jian Biotechnology Co., Ltd. completed all registration procedures overnight and promptly received their business licenses, marking the first biotech project landing in Pingfang District (Harbin ETZ) in 2023.
Fang Xiaoliang, General Manager of Zhejiang OrientGene Biopharmaceutical Co., Ltd., expressed surprise at the high efficiency of the Harbin visit, stating that all matters were settled within 24 hours. He praised the sincerity and pragmatic measures of Heilongjiang Province, Harbin City, and Pingfang District (Harbin ETZ) in attracting investment and improving the business environment, reinforcing the company's confidence in investing in Harbin.
Following registration, the company will immediately initiate the establishment of a COVID-19 antigen test kit production workshop in the Innovation and Entrepreneurship Base of Pingfang District (Harbin ETZ), aiming for early production and market expansion in Northeast China and Russia's Far East. A task force has been established at provincial, municipal, and district levels to facilitate the project launch with a green channel and comprehensive quality services.
Yu Zhen explained that the company chose to invest here due to Pingfang District’s (Harbin ETZ) robust industrial base, complete supply chains, and active cultivation of the biotech economy. Prior to the company’s arrival, the government had already accelerated standard factory building construction and improved utilities like water, electricity, gas, and heat to resolve infrastructure challenges for foreign investors. Investors do not need to handle construction procedures themselves; with a promising market outlook, they can achieve project implementation at maximum speed.
