On the afternoon of April 20, the Municipal Party Committee and the City Government held a working conference on matching and collaboration with centrally administered enterprises stationed in Harbin. The meeting comprehensively implemented the important instructions and spirit of General Secretary Xi Jinping's speech at the symposium on promoting the comprehensive revitalization of Northeast China in the new era and during his inspection of our province, seizing opportunities, shouldering the mission, deepening the complementarity between central and local advantages, sharing resources, and achieving win-win cooperation, better serving the national strategy, and vigorously promoting the revitalization and development of Harbin.

Cao Zhian, Secretary of the Party Committee and Chairman of Harbin Electric Group, delivered remarks on behalf of the headquarters of central enterprises. Representatives from Aviation Industry Corporation of China Harbin Aircraft Industry Group Co., Ltd., AVIC AECC Dongan Engine Co., Ltd., Harbin Dong'an Automotive Engine Co., Ltd., Northeast Light Alloy Co., Ltd., Harbin Eastgene Biopharmaceutical Co., Ltd., Guanglian Aviation Industry Co., Ltd., and other centrally-administered enterprises stationed in Harbin, as well as local supporting enterprises, and the Xiangfang and Pingfang districts took turns to speak.

On behalf of the Municipal Party Committee and the Municipal Government, Yu Hongtao expressed heartfelt thanks to the centrally administered enterprises stationed in Harbin for their contributions to Harbin's revitalization and development over the years. He said that these enterprises are "national heavyweights" and a crucial force driving Harbin's high-quality development. The development of central and local governments is intertwined, with deep roots, together witnessing the growth of China's industry since the founding of New China and jointly creating Harbin's glorious history. Currently, both sides face strategic opportunities for the comprehensive revitalization of Northeast China in the new era and bear the responsibility of safeguarding the country's "five securities," constructing and strengthening the "three bases, one barrier, and one highland." They hope that the centrally administered enterprises in Harbin will further integrate into local economic development, play a leading role, amplify the "central enterprise plus" comprehensive effect, strive to expand upstream and downstream, pre- and post-production support services space, and work together with local SMEs to enhance the stability and competitiveness of the industrial chain and supply chain. Harbin will further optimize the business environment, build collaboration platforms, strengthen liaison services, enhance the precision and effectiveness of coordination, raise the level of urban carrier functions and public service, and comprehensively advance the grand project of central-local cooperation.

Wang Hesheng stated that for a long time, numerous central enterprises have regarded Heilongjiang as the main battlefield for project investment and the primary site for industrial layout, integrating their corporate development strategies with Heilongjiang's development plans. The cooperation between central and local governments has shown a good trend, and central enterprises have become a significant force in writing a new chapter of Heilongjiang's modernization with Chinese characteristics. We will increase policy support, improve central enterprise service mechanisms, deepen the shared action of building industrial chains with central enterprises and配套 enterprises, and fully support Harbin in innovating and demonstrating leadership in central-local cooperation. He hoped that both sides would closely collaborate and jointly compose a new chapter of integrated, coordinated, and win-win development.

In his remarks, Cao Zhian thanked the Provincial and Municipal Governments for their support and assistance to the enterprise's development, stating that Harbin Electric Group will conscientiously study and implement General Secretary Xi Jinping's important instructions, focus on high-end power station equipment manufacturing, new energy, energy conservation and environmental protection, and other fields, vigorously develop strategic emerging industries and future industries, actively deepen central-local cooperation, strive to form more practical results, and contribute to promoting Harbin's high-quality development and sustainable revitalization.

At the conference, seven projects and agreements were signed between centrally administered enterprises stationed in Harbin, supporting enterprises, and district and county (city) governments, covering digital economy, bioeconomy, high-end equipment, aviation, new energy, and new materials. Relevant departments and units directly under the provincial and municipal governments, as well as the main leaders of Harbin's districts, counties, and cities, representatives from over 60 centrally administered enterprises in Harbin and over 120 local supporting enterprises attended the meeting.
